Hải Di Nguyễn 161 tổ chức và cá nhân—các học giả, nhà lãnh đạo tôn giáo và thế tục, nhà hoạt động nhân quyền, và người theo đạo—vừa ký một lá thư chung cho Thượng viện và Hạ viện Hoa Kỳ ủng hộ tái chuẩn chi Ủy hội Hoa Kỳ về Tự do Tôn giáo Quốc tế (United States Commission on International Religious Freedom, viết tắt USCIRF). Họ kêu gọi thúc đẩy thông qua điều luật H.R.7025—Đạo luật Ủy hội Hoa Kỳ về Tự do Tôn giáo Quốc tế 2024, “để Ủy hội có thể tiếp tục thực hiện nhiệm vụ quan trọng của mình một cách hiệu quả.” Trong số các tổ chức và cá nhân ký tên có BPSOS và TS. Nguyễn Đình Thắng. Ngoài ra có một số tổ chức khác của người Việt như Vận động cho Đức tin và Công lý tại Việt Nam, CaoDai Today, Thân hữu của Thiền Am, Giáo hội Phật giáo Việt Nam Thống nhất, Liên minh Chống Tra tấn (VN-CAT), v.v. Ngày 22/3 vừa qua, Quốc hội Hoa Kỳ thông qua đạo luật ngân sách có khoản tài trợ cho USCIRF. USCIRF được thành lập để làm gì? Ủy hội Hoa Kỳ về Tự do Tôn giáo Quốc tế (USCIRF) là một cơ quan độc lập, lưỡng đảng được thành lập theo Đạo luật Tự do Tôn giáo Quốc tế năm 1998. Dựa theo tiêu chuẩn quốc tế, bao gồm Điều 18 của Tuyên ngôn Quốc tế Nhân quyền, USCIRF giám sát quyền tự do tôn giáo hay niềm tin ở nước khác; đưa khuyến nghị chính sách cho Tổng thống, Ngoại trưởng, và Quốc hội; và theo dõi việc thực hiện các khuyến nghị này. USCIRF có ý nghĩa gì với quyền tự do tôn giáo ở Việt Nam?
Bản đồ thế giới về tự do tôn giáo, trong đó USCIRF xếp Việt Nam là Quốc gia cần quan tâm đặc biệt. Trong bản báo cáo gần đây nhất, tháng 9/2023, USCIRF khuyến nghị xếp Việt Nam là Quốc gia cần quan tâm đặc biệt (Country of Particular Concern, viết tắt CPC) vì càng tăng kiểm soát và đàn áp tôn giáo, đặc biệt các nhóm tôn giáo độc lập và chưa đăng ký, trong đó có người Thượng và người H’mông theo đạo Tin lành, tín đồ Cao Đài, Phật tử Hòa Hảo, Phật tử thuộc Giáo Hội Phật Giáo Việt Nam Thống nhất, và các nhóm không được công nhận như Dương Văn Mình và Pháp Luân Công. Ngoài ra, USCIRF cũng khuyến nghị chính phủ Hoa Kỳ làm việc với nhà nước Việt Nam và các bên liên quan để thay đổi Luật Tín ngưỡng và Tôn giáo 2018 để phù hợp tiêu chuẩn quốc tế; buộc Việt Nam phải chịu trách nhiệm về các vi phạm tự do tôn giáo, với tư cách là thành viên Hội đồng Nhân quyền LHQ, và gây áp lực buộc Việt Nam cho phép các Thủ tục Đặc biệt LHQ được tự do tiếp cận để giám sát và điều tra các vi phạm tự do tôn giáo và nhân quyền; chỉ thị phái bộ ngoại giao Hoa Kỳ ở Việt Nam nêu bật và theo dõi tình trạng tù nhân lương tâm tôn giáo, v.v. Tháng 1/2024, Ngoại trưởng Mỹ Antony Blinken tiếp tục xếp Việt Nam vào danh sách Theo dõi đặc biệt (Special Watch List, viết tắt SWL)—đứng chung với Algeria, Azerbaijan, Cộng hòa Trung Phi, và Comoros. USCIRF cũng thường xuyên lên tiếng về các vụ đàn áp tự do tôn giáo ở Việt Nam. Chỉ mới ngày 1/4/2024 vừa qua, họ chia sẻ trên Twitter/ X phát biểu của Bộ Ngoại giao Hoa Kỳ về việc Việt Nam bắt giữ các nhà đấu tranh sắc tộc thiểu số và quyền tự do tôn giáo, và đặc biệt nhắc đến án tù của Y Krếc Byă (13 năm), Nay Y Blang, Danh Minh Quang, Thạch Cương, và Tô Hoàng Chương. Trong cùng thread, USCIRF cũng nhắc đến việc công an bắt giữ sư trụ trì Thạch Chanh Đa Ra cùng một số nhà sư và phật tử, và đập phá giảng đường chùa Đại Thọ ở Vĩnh Long. USCIRF tiếp tục nói Hoa Kỳ phải xếp Việt Nam vào danh sách CPC. TS. Nguyễn Đình Thắng, Tổng Giám đốc kiêm Chủ tịch BPSOS, nói “BPSOS đã góp tay vận động Quốc hội thông qua Đạo luật Tự do Tôn giáo Quốc tế năm 1998, mà qua đó USCIRF đã được thành lập. Vì là cơ quan tư vấn độc lập, các khuyến nghị của USCIRF có ảnh hưởng lớn đến chính sách của Hoa Kỳ và được tham khảo bởi nhiều chính quyền Phương Tây.
